Preheat oven to 375 degrees F (190 degrees C). 2. In a medium bowl, whisk together the flour, sugar, butter, and salt until the mixture resembles coarse crumbs. 3. Add the milk and stir until the dough just comes together. 4. Turn the dough out onto a lightly floured surface and knead for a few minutes, until smooth. 5. Roll out the dough to 1/2-inch thickness and cut out 8 circles using a 2-inch cookie cutter. 6. Place the circles on a greased baking sheet and bake for 10-12 minutes, or until golden brown. 7. Let the shortcakes cool completely. 8. Top each shortcake with sliced strawberries and whipped cream. 9. Serve immediately.
